Pune Police to use an app to monitor externed criminals

Pune: In order to keep a tap of notorious goons and externed criminals who operate in city escaping the eyes of police will be caught in no time now as the Pune police have come up with an application named ExTra which will alert the suspicious movement of such criminals.

Criminal surveillance is an integral part of police work which cannot be ignored under any circumstances. In view of this, an application was sought which could help monitor the externed criminals through digital means so that physical checking can be minimised.

ExTra app (Externees monitoring and Tracking system) will use the facial recognition as well as the geographical location-based tracking system which will help to track the externed criminals.

The ExTra application is a modified version of HQTS (Home Quarantine Tracking System) which was implemented for tracking of quarantine patients at the onset of lockdown by Pune city police.

The HQTS application was customised to track Externed criminals, now named as ExTra. It is implemented by Vijna labs for Pune city police.

The Pune city Deputy Commissioner of Police (Crime Branch) Bachchan Singh, Assistant Commissioner of Police Dr Shivaji Pawar has played a key role in development and implementation of the solution under the guidance of Pune city Commissioner Dr K Venkatesham, Joint Commissioner of Police Dr Ravindra Shisve and Additional Commissioner of Police (crime) Ashok Morale.

On Saturday Deputy Commissioner of Police (Zone 5) Suhas Bauche, Pune City and team issued the first such externment order.  This requires the externee to download the ExTra app and do an onetime registration on a mobile phone. The police authority then approves the registration, after which the externee is required to mark their attendance through a selfie at indicated or surprise attendance notifications.

The externee's selfie, associated geolocation and time of attendance is tracked through Artificial Intelligence algorithms. Real-time alerts are raised if the uploaded selfie does not match the registered face or if the geofence around Pune city is breached.

Pune Police Commissioner Dr K Venkatesham said, "We need to march ahead of such criminal people. This will help us to know the whereabouts of such people and monitor them."

DCP Singh said, "This system can ensure effective and foolproof monitoring of externment, directly from control rooms. Efforts have been made to ensure no infringement on privacy or the person, hence the location is not taken constantly and alert is sent only when the geo-fence is breached. Such use of advanced technologies based on AI reduces the dependency on in-person verification and in turn reduce the crime rate due to return externees as well as to avoid COVID-19 related infections to the checking policemen."
