Improve your image amongst women, PM tells the police

Pune: Prime Minister Narendra Modi on Sunday emphasised the role of effective policing in making sure that women feel safe and secure. The Prime Minister was giving his valedictory speech at the 54th All India Conference of Director Generals/Inspector Generals of Police 2019. 
 
The event was held at the Indian Institute of Science, Education and Research (IISER) on Pashan Road.

Union Home Minister Amit Shah, National Security Advisor (NSA) Ajit Doval besides all top officers of Intelligence Bureau (IB), Research and Analysis Wing (RAW), National Investigation Agency (NIA) and Central Armed Police Forces (CAPFs) besides police chiefs of all states and union territories participated in the three-day conference which began on Friday. This year, eleven core groups were formed for holding brain storming sessions on key aspects of internal and external security such as terrorism, naxalism, coastal security, cyber threats, combating radicalization and narco-terrorism etc. 

Apart from leading the discussions and giving suggestions over the past two days, the Prime Minister also awarded the President’s police medals for distinguished service to officers of the Intelligence Bureau (IB).
 
While appreciating the meticulous efforts made by the police forces for maintaining peace in the country and ensuring normalcy, PM Modi said,

“We must strive to improve the image of the police force to inspire confidence among all sections of society including women and children. We must not forget the contribution of their families who stood firmly behind them at all times.” 

Best practices to be adopted by all states 
Prime Minister Modi urged the heads of police departments to carry forth the spirit of the conference to the lowest level - from state to district to the police station. Modi said a comprehensive list of best practices could be adopted by all states and union territories. 

He said technology provides an effective weapon to ensure pro-active policing that factors in the feedback of the common man. 

‘Don’t succumb to pressures, work for national interest’ 
The Prime Minister concluded his remarks by recognising the pressures confronting the police officer in the day-to-day discharge of duties. However, he said, whenever they are in doubt they should remember the ideals and the spirit with which they appeared for the civil services exams and continue to work in national interest, keeping in mind the welfare of the weakest and poorest sections of society. 

The PM expressed his interest in the development of North Eastern States which is critical for Act East Policy of the government and urged the DGPs of these states to put in extra efforts to create a conducive environment for the development programmes.
 
Commending the conference for generating good inputs for policy planning and implementation, Modi laid emphasis on emergence of concrete outcomes from the finalised action points. 

Changes in IPC, CrPC for speedy justice: Amit Shah 
During his address at the conference on Saturday, Union Home Minister Amit Shah asserted the government’s resolve to amend the IPC and the CrPC to make them more conducive for the country, amid the debate on delay in criminal justice delivery system, especially in heinous crimes like rape. 

Shah’s statement came days after the Ministry of Home Affairs asked all state governments to send their suggestions for undertaking a major overhaul and recasting of the Indian Penal Code (IPC) and the Code of Criminal Procedure (CrPC) so that it will reflect the aspirations of a modern democracy and provide for speedy justice. 

“The home minister underscored the government’s resolve to initiate changes in the IPC and CrPC to make them more conducive to today’s democratic set-up,” an official statement said. 

All India Police University, All India Forensic Science University 
Shah also announced the Central government’s plans to set up an All India Police University and All India Forensic Science University, with affiliated colleges in the states.
 
He termed the annual conference a ‘Vaicharik Kumbh’, wherein the top policemen of the country come together on one platform and formulate policy decisions pertaining to national security. 

Shah awarded trophies for best police stations to the Station House Officers of Aberdeen (Andaman and Nicobar Islands), Balasinore (Gujarat) and AJK Burhanpur (Madhya Pradesh) police stations. 

DGP conference format changed 
With the guidance of Prime Minister Narendra Modi, to encourage meaningful exchange of views, the conference, which earlier used to be a one-day event, was changed to a three-day affair from 2015. 
The conference was taken out of Delhi and organised in different parts of the country. 

The format of the conference has undergone significant changes in terms of presence of the Prime Minister and the Union Home Minister. 

In the lead-up to the conference, committees of DGsP are established to formulate the contours of presentations, which are on contemporary security threats. Additionally, during the conference, break-out sessions are held to further refine policy issues.
