CoEP report finds fault with retaining walls in both cases

PUNE: Following last two incidents of wall collapse in Kondhwa and Sinhagad Road area, College of Engineering, Pune (CoEP) submitted a report to the Pune Municipal Corporation (PMC) on Monday and it found that both retaining walls were structurally unsafe and were constructed without consideration of engineering design.   

On June 29, a wall collapsed in Kondhwa, killing 15 people and on the next day, a retaining wall of Sinhgad College collapsed in which six people died. 

The PMC had assigned CoEP to conduct a study of these two incidents. CoEP Professor Applied Mechanics B G Birajdar submitted the report to PMC on Monday. 

A civic official said, “Based on the report, we have issued instructions to both societies to rebuild retaining walls as per our norms and engineering design.”

Regarding the Kondhwa incident, the CoEP has mentioned that the overall quality of construction of masonry for the retaining wall was poor. 

SINHGAD COLLEGE WALL COMPOUND WALL
The report states, “The retaining wall was found structurally unsafe as per site condition and actual data. The roots of the tree and water effect has reduced the strength of masonry considerably leading to risky condition.” 

“The existing retaining wall around the plot boundary of Sou Venutai Chavan Polytechnic College Survey No 44, 1 Sinhagad Road. Pune should be removed completely. Rebuild the new RCC retaining wall for all necessary loads and their combination as per prevailing Indian Standard Code provision,” said the report . 

PMC TO BLACK LIST CONTRACTOR, ARCHITECT BUILDERS
PMC building permission and development department has sent proposal to Municipal Commissioner Saurabh Rao to blacklist architect, structural designer, builders, labour contractors in the Kondhwa wall collapse incident. After the incident, the civic body sent show cause notices to all concerned parties. Only architect Sunil Hingmire replied to notices but the PMC was not happy with the explanation.
