TDR for land acquisition by PMRDA

Pune: With the Pune Metropolitan Regional Development Authority (PMRDA) all set to start implementation of massive projects like 128 km ring road, town planning schemes and Hinjawadi-Shivajinagar metro, the authority has decided to grant Transferable Development Rights(TDR)/Development Rights (DR) two times the area of surrendered land in non congested area and three times the area of surrendered land in congested area. 

As per the new Development Control and Promotion Regulation (DPCR) rules of PMRDA, the owner of the land surrendering his land to PMRDA will be entitled to TDR/DR free of cost and free from all encumbrances. The DPCR states that TDR will be allocated either in the form of Floor Space Index (FSI) or Development Rights which will entitle the owner for construction of built-up area subject to provisions based on zonal and other regulations. The FSI credit will be issued in a certificate called as Development Right Certificate (DRC) which will be issued by the metropolitan commissioner under his signature. 

Land under various reservations for public purposes, new roads, road widening will be entitled to TDR provided the compensation for the same has not been received earlier by the landowner whose land will be acquired by PMRDA. The DPCR also states that the owner will be eligible for TDR only after he has submitted the land to PMRDA. TDR will not be permitted on areas falling within the flood control line i.e. blue line (prohibitive zone) as specified by the irrigation department.
