Rly forms to include transgender soon

According to the circular, “The issue regarding issuing of certificate to the Transgender as Male/Female was taken up with Ministry of Social Justice & Empowerment, which has informed that the bill ‘The Transgender Person (Protection of Rights) Bill, 2016’ has been referred to Standing Committee on Social Justice and Empowerment for examination and make a report.”

PUNE: The Indian Railways and Indian Railway Catering and Tourism Corporation (IRCTC) have finally included the transgender as third gender in the reservation and cancellation requisition forms. 

In this regard the Railway Board has issued a circular to all Principal Chief Commercial Managers, all zonal railways and General Managers on October 17.

According to the circular, “The issue regarding issuing of certificate to the Transgender as Male/Female was taken up with Ministry of Social Justice & Empowerment, which has informed that the bill ‘The Transgender Person (Protection of Rights) Bill, 2016’ has been referred to Standing Committee on Social Justice and Empowerment for examination and make a report.”

“It has been decided to include the third gender/ transgender option alongside male/ female in reservation / cancellation requisition form. This information will be captured by the system and tickets to transgender will be issued on full fare,” states the circular issued in November 2016 by Indian Railways.

“The matter has been reviewed and it has been decided that till such time the detailed modalities on this account are finalised by the Ministry of Social Justice, a provision may be made in the system to capture the gender of Transgender as ‘T’ instead of T (M/F) as advised earlier.” the circular mentioned. 

“There will, however, be no change in the reservation/ cancellation requisition form for the time being,” the circular stated.

RLY’S BOLD MOVE
- The Board has advised Central Railway Information System (CRIS) to make necessary changes in the software for giving the option of Transgender (T) alongside the option of Male/ Female (M/F) in Passenger Reservation System (PRS) as well as in online reservation system.
- In 2016, Supreme Court directed that Hijras, Eunuchs, apart from binary gender, be treated as third gender for the purpose of safeguarding their rights under Part III of our Constitution and the laws made by the Parliament and the State Legislature.
