PUNE: The district administration department is in the process of sending show cause notices to 1,088 persons who had contested different gram panchayat elections for not furnishing details of the total expenditure incurred during the election by them.
As per the rules of the State Election Commission, the contestants are supposed to maintain the financial details and submit the same to the Election Department. The members contesting for sarpanch’s post as well as for ward members’ posts have to maintain the accounts. Tehsildar Vikas Bhalerao said that from September 2017 to February 2018, elections were conducted in 207 grampanchayats and 1,088 persons are yet to submit their expense details.
“If they fail to submit the details they can be barred from contesting elections for a period of five years. Once the show cause notice is sent to them, we give them some time period to submit their say. If they do not submit the details, we will take action. In such cases we need to find the reason for the delay in submitting the financial details,” added Bhalerao.
The lump sum amount given either in cash or in kind by the contestant should be reported by the candidate in his day to day accounts and the abstract statement of election expenses, required to be filed within 30 days of declaration of election result. As per the State Election Commission, the cap on expenditure for contesting the sarpanch elections varies from Rs 50,000 to Rs 1.75 lakh depending on number of ward members. Similarly the cap for expenditure while contesting ward member elections ranges from Rs 25,000 to Rs 50,000. As per Section 77(1) of the Representation of the People Act, 1951, every candidate contesting election shall keep a correct account of all election expenditure incurred or authorised by the candidate or his election agent.
