PMPML to implement Establishment Plan 2013

PUNE: The Pune Mahanagar Parivahan Mahamandal Ltd (PMPML) will implement the Establishment Plan 2013, which governs recruitments, promotions and salaries of its staffers. The decision was taken in the board of directors (BoD) meeting held recently.

During the tenure of the then CMD Tukaram Mundhe, the plan was replaced with the new plan in 2017, which had put a stay on promotions and fresh recruitments in certain departments. Now, the earlier plan under the Establishment Plan 2013 will enable the PMPML administration to hire more contractual workers, promote the staffers, whose promotions are due and induct fresh staffers on the ‘compassionate grounds’.

Announcing the decision, city Mayor Mukta Tilak and corporator Siddharth Shirole, who are also members, board of directors, said that the new plan formulated by Mundhe can’t be implemented due to legal entangles in the near future. “In the meeting, the PMPML’s Establishment Plan 2013 was approved to be implemented with an immediate effect. The PMPML staffers were opposing the new 2017 plan. This decision will also boost their morale. It will also help in increasing work efficiency,” said Shirole. Workers’ union of the PMPML, which had moved the Bombay High Court over the 2017 plan calling it unjust, welcomed the move by the PMPML BoD.

“The 2013 plan which was prepared by the Central Institute for Road Transport (CIRT) is a much better than the one prepared by Mundhe. When the 2013 plan came up, the union had raised a few objections. There were hearings and it was about to be finalised based on our inputs. However, suddenly, Mundhe chucked it out and prepared a new plan. We are not sure if the 2013 plan has been approved with the suggestions that we had made. If the suggestions are not included, we will pressurise the administration using our democratic right to protest,” said Rajendra Kharade of PMPML Workers’ Union.

During his 10-month tenure, Mundhe had finalised the new administrative plan for the transport body, which aimed to streamline the recruitment, promotion rules among other things, which was touted to cut down on the ‘exorbitant expenses’ that the cash-strapped transport body was incurring on staff salaries.

A WELCOME MOVE
The workers’ union of the PMPML, which had moved the Bombay High Court over the 2017 plan calling it unjust, welcomed the move by the PMPML BoD.
