Now, driving licence for persons with hearing impairment too

Pune: The Maharashtra State Transport Department has decided to give vehicle licences to persons with hearing impairment. The documents and guidelines have been sent to all regional transport offices (RTO) across the State and they have been instructed to implement it soon.

The decision has come after the Mumbai High Court had directed the transport department. Amit Ashok Tribhuvan had filed a petition in the high court. Accordingly, the Central transport department has decided to issue the licence to deaf persons. After that, the State transport commissioner has issued guidelines for the licence.

The Mumbai HC has also included the opinion of All India Institute of Medical Sciences (AIIMS), New Delhi, that people with hearing impairment could be issued a driving licence.

“Vision is important for driving. The share of hearing is relatively low. Therefore, it is possible to issue licences to persons with hearing impairment. People who have hearing aids should be given no objection to giving licence,” according to the opinion given by AIIMS in the high court.”

“If there is a need to take vigilance, then a special sign for the driver on the vehicle can be put. Such person should be tested like other.”

With this order, HC has decided to give licence to persons with hearing impairment.

A landmark decision
† The State Transport Department has issued instructions to all RTOs that while applying for the learning licence, it is necessary to add a physical fitness application, affidavit and a medical certificate.
† In addition to all regular documents, a hearing-impaired applicant has to give medical proof of his hearing disability.
† Accordingly, the vehicle licence test should be conducted as it is like the other general public.
† For the light motor vehicle test, medical certificate 1 and 1-A must be attached with all necessary documents, also said in the directive.
† The transport department has issued some other instructions along with instructions that the transport authorities will not have to undergo auditory testing again if there is a medical certificate of the application and the disability certificate issued in the prescribed form.
