‘Helmet to become compulsory for kids above four years’

Pune : Road, Transport and Highways Minister Nitin Gadkari has proposed to make helmet compulsory for children and the child restraint system is also being made necessary for the children sitting in the back seat of the four-wheeler.

This is the new amendment to the Central Motor Vehicle Act 1988, which was proposed by the minister in Lok Sabha on Monday.

It has been made clear that if the child is with a guardian or whoever is going along with him, in a van or an autorickshaw,, it is the responsibility of the guardian to protect the child. Under the child’s restraint system, the car has a booster or a child seat, which has a belt. Besides, there is a provision for a fine, who violate the rules.

The bill, introduced with the amendment to the Central Motor Vehicle Act 1988, has added a new section 129, which provides that all children above four years seating on two-wheeler have to wear the helmet bearing ISI mark. If the child is from a Sikh family, he or she has to wear the helmet also. 

However, it has been clarified in the bill that a person of Sikh family will be exempted from wearing, the helmet only if he tied a turban.

Fine for honking in silence zone 
It has been cleared in the bill that if a person is driving a motor vehicle in the silence zone and honking unnecessarily and repeatedly, then a fine of Rs 1,000 should be imposed. If the driver is found guilty a second time or more, then the amount of penalty imposed on him will be Rs 2,000.

Now, pay more fine for drunk driving 
According to the provisions made in the new bill, there is a proposal to increase the fine for driving under the influence of liquor to Rs 10,000 from Rs 2,000.
